Surface water is what you see — running down a driveway, overflowing a blocked drain. Subsurface water is different: rain percolates into the soil uphill and travels laterally until it meets something less permeable, frequently your foundation, arriving a day or more after the rain stopped.

That distinction matters because homeowners routinely fix one and stay exposed to the other. A perfect set of area drains does nothing about subsurface flow, and a French drain on the uphill side doesn't help if water is coming down the driveway.
